the 2nd Amendment

As passed by the Congress:
A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
As ratified by the States:
A well regulated militia being necessary to the security of a free State, the right of the People to keep and bear arms shall not be infringed.

  1. I only difference is in the punctuation. This is where the controversy lies. The bottom line is, The founders felt, should history repeat itself and we be ruled by another oppressive government we would be able to solve the problem is a similar fashion if need be.
