Article 1 Section. 4.

   The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators. The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December [Modified by Amendment XX], unless they shall by Law appoint a different Day.

    One more piece of evidence that this is supposed to be a part time job. I believe that one of the reason that they put so many laws up is to justify their full time status and their full time salaries.

  2. Reading the Constitution line-by-line as we are doing has really opened my eyes up even more to how much genius our Founding Fathers really contained!

    They were so worried about balancing the power between Tyranny/Anarchy and States/Federal Gov't that they offered six lines to the Constitution on how and when to conduct the elections of our Senators and Representatives.
